If they come with the mesh liner, then that is all you need.
If they have no liner, you can either go commando, which a lot of guys do, or you can wear a jockstrap/ swim jock if you want support and to keep your stuff in place. Boxers or briefs are not good, because they absorb water and stay wet and clammy against your skin after swimming. Jocks are made of material that dries quickly.
